DIGITIZED REVENUE COLLECTIONS SYSTEM

The digitized revenue collection system will be enumerating the entire commercial vehicle operators, market men sellers and shop owners within the state with fully captured national identity number (NIN). This particularly enables government to provide adequate security for public commuters against crimes plaguing the state. Efficient identification will facilitate accurate crack down on illegal operation of vehicles, keke and okadas and regulate the behaviour of legitimate taxi operators to effectively maintain the normal order of the urban passenger market. Relying on the implementation of dynamic monitoring system, the automation implements an end-to-end integrated system of all revenue heads under the Ministry of transport and Department of IGR in Ministry of finance thereby granting the authorities a single view of all the happenings in the system.

Project deliverables

1. E-Registration: of all commercial transporters, market sellers and shop owners: This will enable the state government ascertain the correct population of commercial transporters, market sellers and shop owners to calculate estimated revenue from these sectors

2. Issue a digital Identity Card after registration: The will help government get rid of illegal and criminal elements in the commercial transports sector.

3. Multiple payment options: commercial transporters, market sellers and shop owners can pay their tax daily, monthly, quarterly or annually through different payment options such as bank payment, POS payment, mobile App payment. All payments will be linked to the State IGR account and receipts issued with verifiable barcode.

4. Digital dashboards for monitoring: Government will have access to view all payments made in real time and they can print reports of daily, weekly, monthly, quarterly and yearly payments from their dashboard. From the dashboard, they can view percentage of those that have paid to those that have not paid and easily print record of defaulters.

5. Transparency & Accountability: The digital system will block revenue leakages, increase total revenues and bring an end to the era where touts and private individuals benefits massively from revenues generated in the commercial transports and market sectors. All payments can be tracked by the government.

6. Mobile App: The mobile app can be used to make tax payments by commercial transporters, market sellers and shop owners. Other citizens can use the app to determine if a driver or vehicle is registered by scanning a barcode on the vehicle before boarding. This will help for safety of transporters.

7. Free Health Insurance: This system incorporates a free medical insurance scheme for all commercial transporters and market seller that pay their tax up-to-date.

8. Public Private Partnership (PPP): The entire project will be funded by Bon Maximus Co. Ltd, The state government will not provide any initial funding.

i. The Proposed system will adopt the use of technology to increase revenue collections, block leakages and create more transparency and efficiency in the process.

ii. The Proposed system will address some issues of security threats by criminal minded elements by creating Identity Management amongst stakeholders operating with the Public Transportation Section within the State.

iii. The Proposed system will also improve operational efficiency of Government personnel in the Ministry of Transportation.

iv. Capturing of More Individuals of the Tax Nets of the Internal Revenue Service.

v. The Proposed system will also aid members of the general public for easy identification of approved Public Transporters with a mobile app authenticator.

vi. To provide data that will support more accurate forecast of government revenue for more effective planning and implementation of government programs and projects.

i. Eliminate double taxation: Commercial transporters and market sellers will not suffer double taxation from touts any more.

iv. Smooth operation: The government will ensure touts are removed from the highways, transporters that pay their taxes regularly will not be harassed and their operations will not be disturbed by touts.
